It sucks they didn't or weren't able to find an easy way to do it but it wasn't a simple addition to make. The 60fps mod uses the framework of the ffnx modding platform, which can be nabbed from github. There's a mod called reunion that fixes it back to 60fps for the most part (and adds a few things like skipping cutscenes) but when install it, it doesn't change anything other than giving me the ability to skip cutscenes.
